I think you have to do this.

 <xsl:template match="/">
      	<xsl:for-each select = "//SessionStartupTime" > 
         	<xsl:choose>
 		<xsl:when test="number(.) >10">
 		X
 	        </xsl:when>	
 		<xsl:otherwise>
 		Y
 		</xsl:otherwise>
 		</xsl:choose>
 	</xsl:for-each>
 </xsl:template>
