Oh but it does, and how! That's a very WesternEuro-centric view. Of
course, in a perfect world where browsers  sensibly adapted to
encodings they didn't immediately recognise, it would be true. But
watch any collection of Russian or Japanese or Chinese or Arabic users
browsing sites in their writing systems and see the endless problems
they can have with their browser displays, mostly down to incorrect
encoding settings.
