[xsl] xsl:with-param?

<xsl:apply-templates select="MyNode">
	<xsl:with-param name="user" select="a"/>
	<xsl:with-param name="action" select="find"/>
</xsl:apply-templates>

I am trying to pass parameters into a template, like the one above, and I
get the following error

 "Keyword xsl:apply-templates may not contain xsl:with-Param.
 msxml3.dll"

Has anyone come across this?
