Why do you care about the prefix? You can use any prefix you like
you don't even have to use the same prefix within a given file.

<tex:stylesheet xmlns:css="";

<css:output method="xml" indent="yes"/>

<fo:template match="x"/>


is a perfectly valid stylesheet, it doesn't do much though.
