Try phpwebhosting.com for $10/mo. They've installed PHP4.x with the Sablotron extensions. However, I still find PHP+Sablotron to be fairly flakey. There's an XPath implementation using the bare PHP4.x XML support available as a PHP class at http://www.phpxml.com/.
