You just need an xsl:sort after your <xsl:for-each
select="$unique-countries">
<xsl:sort select="."/>
would sort them in alphabetical order, but you probably want something
like
<xsl:sort
select="document('')/*/x:countries[@country=current()]/@order"/>
and then have
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
                version="1.0"
                xmlns:x="anything" 
                >
<x:countries country="France" order="1"/>
<x:countries country="Espana" order="2"/>
<x:countries country="Italia" order="3"/>
...
