In all honest, the reason is that the requirement wasn't highlighted by any 
editor or WG participant during the development of the first draft.  I want 
to emphasize the phrase "first draft", because the document is certainly 
still evolving.

Thus, you may be sure that the point (that the requirement appears not to 
have been addressed) you identified will be discussed at the next possible 
opportunity.
