Your problem isn't with import, you'd get the same result if you put those definitions into your main stylesheet. <xsl:value-of select="$propaganda1_link"/> value-of gives the character content of the variable, which is the empty string in your case. use copy-of instead. As you are producing HTML why declare xmlns:fo="http://www.w3.org/1999/XSL/Format"> ??
