> Do you think this would count as a non-compliance? well I would have thought "no", on the grounds that it's unreasonable (perhaps) for XSLT to expect to be handed something that the underlying parser is not forced to support, but the actual text doesn't make this a "may" it says that the conditions "are" relaxed, so arguably it is a non compliant not to support this.
