If you are the editor of the documents, you don't need DocBook to give a structure to your documents and can just use "div" and "span" elements in XHTML to structure your documents...

In other words, XHTML doesn't forbid to defined structured documents but it doesn't enforce that you include this structure either (unless you write a specific schema (using any available language) to check this).
