AFIAK You can't
I have tried the same with several other parsers, and the conclusion so far
is to change your output to xml, and thereby put in what ever you like.
eg:
<xsl:output method="xml" version="1.0" encoding="UTF-8" indent="yes"
omit-xml-declaration="yes"/>
<html>
<head>
<meta name="description" content="test"/>
</head>
<body/>
</html>
