maybe this would work for you:
   <xsl:template match="*">
      <xsl:copy>
         <xsl:apply-templates select="@*" />

         <xsl:apply-templates />
      </xsl:copy>
   </xsl:template>

   <xsl:template match="@*">
      <xsl:attribute name="{name()}">
         <xsl:value-of 
select="translate(.,'ABCDEFGHIJKLMNOPQRSTUVWXYZ','abcdefghijklmnopqrstuvwxyz')" 
/>
      </xsl:attribute>
   </xsl:template>
