James Clark wrote an SGML to XML converter that you could use instead of your step 1. I suggest you try that! See: http://www.jclark.com/sp/sx.htm Alternatively you could go from SGML to HTML directly with Omnimark, Perl, or DSSSL (XSLT predecessor).
