Simplest is to wrap it into a well-formed document: <?xml ...?> <!DOCTYPE wrapper [ <!ENTITY frag SYSTEM "fragment.xml"> ]> <wrapper>&frag;</wrapper> and then supply this wrapper document as input to the XSLT transformation.
