I'm hardly an expert on XSLT, but here's a possible solution.

Add a template for <b>.

<xsl:template match="b">
	<b><xsl:value-of select="."/></b>
</x

Sorry, that's what I tried first. Thing is, it does the <p> bit, but 
doesn't preserve markup: you get:

<p>
	Some html here.
</p>

Notice the lack of <b> tags.
