(I guess the same may apply to other FO's). >From memory, and without checking the spec, list-item is not an inline, hence will always produce a block in the block progression dimension, hence the keep within-line is wasted. Try using the Renderx DTD if help is needed for this kind of thing. I find it really helpful.
