You may use intervals if @type contains numerical values :
<xsl:when test="@type > 100 and @type < 104">
You may use string functions otherwise:
<xsl:when test="starts-with(@type,'10')"> or 
<xsl:when test="contains('101 102 103 ...',@type)">
to name a few...
