You are better addressing queries like this to the Tamino forums at

This normally means that your database has not been started. Access the
System Management Hub from Internet Explorer (usually
http://localhost:9991). Click on Tamino, then Databases. If your database
has a red traffic light then it's not running. Click on the database name
and then click the start buttin in the bottom left frame.
