That isn't an XSL question it's an XML one. You don't need to do
anything special to put > or / in an attribute value or character data,
just use the characters directly. to put < in an attribute value use
&lt;.

So you don't need to use xsl:value of.

<xsl:template match="xxx">></xsl:template>

will cause each xxx element to be replaced by a > character.
