No the changes appendix is non normative but the change itself is
normative.

the definition of the stylsheet element (2.2) says

> An xsl:stylesheet element must have a version attribute, 

and the simplified syntax (2.3) says

> A literal result element that is the document element of a stylesheet
> must have an xsl:version attribute,
