Tke a look at FOP in xml.apache.org.  While it does have it's drawbacks,
it's free and relatively stable.  I am using it here at my company for
commercial purposes because it is at least that stable and supports a
sufficient part of the latest recommendation to make it worth using.
The developer and user groups for FOP are also quite active, with the user
group becoming more so by the month.
