<xsl:param can only be used as the first element in a template (or
xsl:stylesheet) xsl:variable can be used more or less anywhere.

Both set a variable (accessed by $xxxx) but in the case of a
xsl:variable the named variable always gets teh value specified, but in
the case of xsl:param that is just a default value, and normally the
value is supplied as a parameter to teh template (or stylesheet)
