If your system treats that input in _any_ way differently than



 <Cell><Data>text
text2
</Data></Cell>


Then it isn't an XML system.  

XSLT has disable-output-escaping to allow the production of
nearly-but-not-quite XML.

If your XSLT processor supports d-o-e then you can do



 <Cell><Data>
<xsl:text
disable-output-escaping="yes">text&amp;#10;text2&amp;#10;</xsl:text>
</Data></Cell>


But better would be to see if you can fix your system to treat &#10; and
newline in the same way, as specified by XML.
