<xsl:stylesheet version="1.1" ^^^^^^^^^^^^ Version 1.1 was a working draft but the working gropu stopped work on it and will not release it as they decided to work on 2.0. So there is no xsl:script. Many processors (including msxml, which you might be using in xml spy) have extension elements that do similar functionality.
