One other thing: if you might ever have any mixed content (i.e. more 
elements mixed in) in table cells, you would want:

<xsl:template name="fillcell">
  <xsl:apply-templates/>
  <xsl:if test="not(string())">&#160;</xsl:if>
</xsl:template>

<xsl:template match="cell">
  <td>
    <xsl:call-template name="fillcell"/>
  </td>
</xsl:template>

Note the named template now instructs that applying of templates continue....
