I can put borders on any side of any
of the fo:block elements which hold
the content?
 So I could put a border in the end direction of the first
 in the start direction of the second
 in the start direction of the third column?

This will only work if you are controlling breaks between columns, otherwise, you have no way of knowing which column a given block will start or end in.
