using CDATA is _exactly_ the same as not using CDATA and writing each < and & as < and & so if you put <![CDATA[ <?import namespace="mml" implementation="#MathPlayer" ?> ]]> into your stylesheet and get out <?import namespace="mml" implementation="#MathPlayer" ?> Then that is correct. to generate a processing instruction you need to use the xsl:processing instruction command. The stylesheet http://www.w3.org/Math/XSL/pmathml.xsl has an example of this, adding exactly that processing instruction.
