This is a FFFFFAQ It's nothing to do with the top level element, you would fail to match all elements: <xsl:template match="Order"> matches an element called Order in no namespace so it doesn't match <Order xmlns="publicid:org.xCBL:schemas/XCBL35/Order.xsd" which is Order in this XCBL35 namespace. You want xmlns:x="publicid:org.xCBL:schemas/XCBL35/Order.xsd" in your xsl:stylesheet element so this namespace is in scope, then <xsl:template match="x:Order"> will match Order elements in the right namespace.
