You should re-write it in XSLT if you want to use XSLT features such as apply-imports. Your temp.xsl is XSLT > <xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform" but should just have generated an eror when you tried to import the file in the old microsoft dialect.
