The following stylesheet will turn any XML document into an XSLT
stylesheet:

<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform";>

<xsl:template match="/*">
<xsl:copy>
  <xsl:attribute name="xsl:version">1.0</xsl:attribute>
  <xsl:copy-of select="@*|child::node()"/>
</xsl:copy>
</xsl:template>

</xsl:stylesheet>

This stylesheet, when executed against any source document, will output
the original XML document with the addition of one namespace
declaration.

Unfortunately you omitted to say whether this was the stylesheet you
wanted to generate.
