[why did you quote an entire message about an unrelated question?] if msxml3 is used for an xslt, does this mean that if other browsers try to view it, they will only be able to do so if they have msxml3 installed? If you use MS specific script to call xslt then yes. If you use the xml-stylesheet processing instruction then it will be usable on any broswer that supports that (unless your stylesheet uses MS specific extension functions of course) so that basically means any recent version of mozilla or netscape will also work.
