You need to use the identity template, which copies a document
recursively:

<xsl:template match="node()|@*">
  <xsl:copy>
    <xsl:apply-templates select="@*|node()" />
  </xsl:copy>
</xsl:template>

coupled with a template that does the renaming that you want:

<xsl:template match="PHOTO | IMG | FOTO | BILD | BILDCHEN">
  <IMAGE oldname="{local-name()}">
    <xsl:apply-templates select="@*|node()" />
  </IMAGE>
</xsl:template>

Whenever the processor comes across a <PHOTO>, <IMG> etc. element, it
will use the second of these templates, and create an <IMAGE> element
with an oldname attribute whose value is the name of the original
element. Whenever the processor comes across some other kind of node,
it will copy it and move on to its attributes and children. You can
add other templates to do other renaming as required.
