The value you want for the href attribute is the value of the
xlink:href attribute on the current <address> element. Currently
you're selecting the href attribute of an <xlink:simple> element,
which doesn't exist. Try:
<a href="{@xlink:href}"><xsl:value-of select="." /></a>
