I think it only rewrites if the default usage is Web Page, complete. It
needs to rewrite at this point in order to save .css .js etc. to a files
folder with the name {name of saved file} files and then point to these
saved files correctly. The value of a files folder in Windows 98 and up
is of course that a files folder and the html/htm file of the same name
are connected in the operating system so that moves, copies, or deletes
of one affects the other.
