Not so great if there's any chance at all two sections will have the same 
title. You'd think this would be rare, but then there's "Introduction", 
"Conclusion" and the like (particularly if you happen to be aggregating stuff).

xsl:number is useful for creating unique identifiers, but for this 
particular purpose the generate-id() function is very simple (it can be 
called in an XPath expression) and works really well (as I think Mike said).

If you want a "meaningful" ID (not always as good an idea as it sounds), 
you can construct one (maybe using xsl:number) in a variable declaration 
and use that.
