Cases where outputed element name is not known make the select attribute useful in xsl:attribute element:
<xsl:element name="{concat(application,'.',entity)}">
<xsl:attribute name="id">
<xsl:value-of select="id"/>
</xsl:attribute>
</xsl:element>
