It generated the non-breaking space character correctly, in UTF-8
encoding, and you viewed it using some bit of software that doesn't
understand UTF-8.

Or the software (browser?) supports it, but the various encoding declarations (HTTP header, XML decl, HTML META http-equiv) got partly mangled.
