Today I wrote a Delphi program for cutting big XML files into pieces, because had the same problem.
I had file with structure:
<FILE>
	<BILL>
	...
	</BILL>
	... 100 000 bills here
</FILE>

Yes, there is often a deeper problem when you run out of memory. But in
this case, the poster told us that it went away if he made the input
file smaller.
