If you were describing your requirement to a person not to a machine you
would just say that each value is appended with a number representing
its position, you wouldn't (I hope) tell your mum that you want to
initialise a variable to 0 then iterate over a loop incrementing the
value of the variable by one each time.

Declarative programming is like talking to your mum, it's not like
programming in machine code.

 <xsl:for-each select="location">
 	 <td>value<xsl:value-of select="position()"/>=<xsl:value-of select="."/>&amp;</td>
   </xsl:for-each>
