Somewhere along the line, one software component is generating a character in UTF-8 encoding, and passing it to another software component which is expecting a character in iso-8859-1 encoding. Impossible to tell from your description where this configuration error occurs. One general piece of advice with character encoding issues: showing us what the character looks like on screen is no use. You need to find out what the octets are.
