I do not see a declaration for xmlns:str above.


You probably also want exclude-result-prefixes="str" as well in the above.

You are using the prefix in the above attribute, so it must be in scope (according to XSLT rules, not according to XML rules).

<xsl:stylesheet version="1.0" xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
         xmlns:str="http://www.seipas.com/namespaces/strings";
         extension-element-prefixes="str">

You probably want exclude-result-prefixes="str" here again as well.
