Is it well formed to say: <xsl:number level="multiple"
count="form|GapFilling|solution" /> with the following dtd?

Absolutely.

I need some like 1.2.3, normally the path is:
form/GapFilling/fillin/solution but the node"GapFilling" can only have one node "fillin", the node "fillin"
can have more nodes "solution".

By not having "fillin" in your count= set of nodes being matched, the processor ignores that level of the hierarchy so you only get a three-component number even though there are four levels of hierarchy.

I hope this helps.
