ooh tricky.

where on the last but one page do you want to add "next page is blank"
If you add it to the main text flow it could end up wrapping on to the
last page and making itself a self contradicting statement.

But even without this problem I don't think that you can do this in FO
(although I'm not really an expert on FO) You could do it in TeX (so for
example you could do it as an extension of the passivetex FO renderer
but passivetex is really a proof of concept impplementation and doesn't
attempt to cover the whole of FO's range of properties (although it
makes quite a good job on the properties it does support) other
renderers may also have extensions.  Or someone more versed in FO than I
am (I never really use it, i just assume it's TeX with  \ and {}
replaced by <> just as xslt is dsssl with () replaced by <>)


... oh unless it works to

have a last page master that specifies 
"next page is blank"
in the footer if the page is even
then a chapter start is specified as starting on an odd page, so the
blank page is considered the first page of that chapter isn't it?
so won't interfere with your final page master from teh previous
chapter...

can't test this as I don't have a reliable FO set up to hand.
