What is an XSLT Construct?

Would something like this work?  (I guess I don't understand the
restrictions).

<xsl:apply-templates select="ABC[@val1 &gt; 5 and @val2 &lt; 5]"/>

<XML>
	<ABC val1="6" val2="9"/>
	<ABC val1="7" val2="20"/>
	<ABC val1="3" val2="8"/>
</XML>

You should get: <ABC val1="3" val2="8"/>
