    <xsl:param name="filter"
    select="Article[@filter='food']"></xsl:param>

That's a top level param so the selection is relative to the root of
your document, which doesn't have an Article element, so this default
value of $filter is an empty node set.

so the test 

@filter=$filter

is true just if the filter attribute node is equal to one of teh nodes
in the $filter node set, but since that is empty, this will always be
false, so you will select no nodes.

You want to set your parameter to teh string  'food' as previously
shown:


    <xsl:param name="filter" select="'food'"/>

now


@filter=$filter

will be true for any filter attributes that have string value 'food'
