XSLT 1.0 doesn't support regular expressions, but in 2.0 you can write

match="processing-instruction(Pub)[matches(., '\*\d*')]"

In 1.0 you could do:

starts-with('*') and translate(substring-after('*', '0123456789', '')) = ''
