  The reason for this error is the doctype line.

  <!DOCTYPE content SYSTEM "D:/test/DTD/camml-con.dtd">

  Saxon is not accepting this line. 

which is the correct behaviour as it is in error.
the SYSTEM id of an XML file should be a URI so


  <!DOCTYPE content SYSTEM "file:///D:/test/DTD/camml-con.dtd">
