This, I think, is an encoding error that, although rare, happens from time to time on the list... the funny thing is is that they (the sender) have no idea what we are talking about because what they see is what you and I are expecing to see :

<?xml version="1.0"?>

But instead we are seeing (sender, disregard the spaces in this example)

<?xml version=3 D 3 D"1.0"?> (minus the spaces of course)

I cant remember the exact encoding that causes this anomoly when translated to utf-8 or iso-8859-1 but I think Dr. Kay mentioned it at one point along the way so if you don't know right off the top of your head I'm sure he will be happy to tell you... not that its all that big of a deal now that you know why youre seeing it :)

Just wanted to let you know as I am pretty sure this is what is happening here...
