   If the "as" attribute had said "xs:string" rather than "xs:string?",
   a type error would be reported.

Ah, thanks I hadn't spotted the ? and had expected a type error and was
just chasing the specs trying to tie this down to answer the original
poster when I saw your reply to him, hence my followup. That explains
it.
