Anyway, you can do something like this:

<xsl:template match="para1">
  <p><xsl:value-of select="substring-before(., 'The Department
seeks')"/><br/>The Department seeks<xsl:value-of
select="substring-after(., 'The Department seeks')"/></p>
</xsl:template>

This works fine if the text in the XML tags remains the same. If I have a 
user updating the XML document changes the text in XML tags, this code will 
no longer work. In my case, the user updating the XML document will have no 
access to the XSL Stylesheets.

Is there a more generic way of including a line break at any given point in 
an XML tag? As would normally be done in HTML using the "<br/>" tag?
